  Pei Changhui (1896-1992) was a native of Weifang, Shandong province. In 1949, he was commander in chief of the Xiaoquan Uprising and made outstanding contributions to the liberation of Deyang and Chengdu. In 1955, Pei Changhui was personally received by Chairman MAO, and was awarded the "First class Liberation Medal" by the Central People's Government.
